David Arulanantham, a foreign service officer representing the Department of State, is a national security affairs fellow for the 2023–24 academic year at the Hoover Institution. Arulanantham has spent most of his eighteen-year career working on US policy toward the countries of the Indo-Pacific. In India, he managed coverage of national security and counterterrorism issues and, on a separate assignment, headed the office looking at domestic politics. He has led teams implementing foreign assistance in Asia, served as a foreign policy advisor to the commander of US Indo-Pacific Command, and worked on southeast Asia policy during the early years of the current presidential administration’s “rebalance” to Asia.
